Here is the US FullCount Application checklist for Clarity (Fiserv).

If a site is interested in credit card processing, they can fill out this form, and then we will send to Clarity to get them set up.

Clarity will default to standard rates (good, but not the best). 

Then if client pushes back and wants better rates, then there are tier 2 (better) rates.

For special/large deals, then Clarity can provide custom (best) rates.
